El pasado mes de febrero, Intercambia Málaga, en su rol de multiplicador local de la red Eurodesk, coordinó una visita de estudio estratégica para una delegación de 20 profesionales de juventud de la Región de Planificación de Kurzeme (Letonia).

Esta visita se enmarca en el proyecto "Fortalecimiento de la capacidad de los municipios para mejorar la eficiencia y calidad de sus operaciones", una iniciativa financiada por el Mecanismo de Recuperación y Resiliencia (RRF) de la Unión Europea. El objetivo principal del proyecto es optimizar la función municipal, con un enfoque específico en la mejora del trabajo con jóvenes.

Una delegación diversa y multidisciplinar

El grupo estuvo compuesto por representantes de ocho municipios de la región de Kurzeme: Liepāja, Ventspils, Talsi, Tukums, Saldus, South-Kurzeme, Kuldīga y Ventspils County. El perfil de los asistentes fue altamente técnico, incluyendo:

• Informadores y dinamizadores juveniles.
• Responsables de políticas de juventud y especialistas.
• Representantes de los departamentos municipales de Educación y Deporte.
• Dos representantes del Ministerio de Administración Inteligente y Desarrollo Regional de Letonia, socio líder del proyecto.

Un programa integral de aprendizaje

Acompañados por el equipo de Intercambia, los participantes exploraron diversos modelos de gestión:

• Gobernanza y Políticas Públicas: Conocieron la gestión del Ayuntamiento de Málaga, la Diputación Provincial y el Instituto Andaluz de la Juventud (IAJ).
• Redes Profesionales: Intercambiaron buenas prácticas con el Grupo de Desarrollo Rural del Valle del Guadalhorce y la Asociación Provincial de Profesionales de Juventud de Málaga.
• Participación Juvenil: Un momento clave fue el encuentro con el CLIA (Consejo Local de Infancia y Adolescencia) en Algarrobo, aprendiendo directamente de los jóvenes.
• Cultura y Cohesión: La experiencia concluyó con una ruta por el Caminito del Rey, guiada por voluntarios de Intercambia, reforzando los vínculos a través del patrimonio natural.

Impacto y Valoración

La valoración final de los participantes ha sido extraordinariamente positiva y enriquecedora. Los asistentes destacaron no solo el valor técnico de las herramientas compartidas, sino también la inspiración obtenida para implementar nuevos modelos de participación ciudadana en sus propios municipios.

Intercambia Málaga Hosts Latvian Delegation to Strengthen Municipal Youth Work

Last February, Intercambia Málaga, acting as a local Eurodesk multiplier, hosted a high-level study visit for a delegation of 20 youth work professionals from the Kurzeme Planning Region in Latvia.

The visit was organised within the project "Strengthening the capacity of municipalities to improve the efficiency and quality of their operations", funded by the European Union’s Recovery and Resilience Facility (RRF). This initiative focuses on enhancing municipal functions, specifically targeting the quality and impact of local youth work.

A Multidisciplinary Professional Delegation

The group represented eight Kurzeme municipalities: Liepāja, Ventspils, Talsi, Tukums, Saldus, South-Kurzeme, Kuldīga, and Ventspils County. The delegation included a diverse range of experts:

• Youth workers and youth policy makers (specialists).
• Representatives from municipal Education and Sport departments.
• Two participants from the Latvian Ministry of Smart Administration and Regional Development (the project’s lead partner).

A Comprehensive Learning Itinerary

The program, designed by the Intercambia team, provided deep insights into the Spanish youth work ecosystem:

• Policy & Governance: Participants engaged with the Málaga City Council, the Provincial Council (Diputación), and the Andalusian Youth Institute (IAJ).
• Professional Networking: The group shared best practices with the Guadalhorce Valley Rural Development Group and the Provincial Association of Youth Workers of Málaga.
• Youth Empowerment: A highlight was the visit to the CLIA (Local Council for Children and Adolescents) in Algarrobo, offering a firsthand look at grassroots youth participation.
• Nature & Traditions: To round off the experience, the group hiked the world-famous Caminito del Rey, guided by Intercambia volunteers, strengthening professional bonds through nature and culture.

Feedback & Success

The feedback from the participants has been highly positive and enriching. The delegation emphasized that the experience provided them with fresh perspectives and practical tools to improve the efficiency of youth services across the Kurzeme region.
